The Regional Joint
Directors of Collegiate Education in the State are informed that in the references
third and fourth read above, the Government have accorded administrative sanction
for starting of 31 new Government Degree Colleges at various places in the State,
from the academic year 2008-09 with B.A., B.Com., and B.Sc., (Conventional Courses).
Sanction of posts of teaching and non-teaching staff to these new Degree Colleges,
is in progress.
Pending sanction of posts by the Government, in order to
ensure that the classes do not suffer, it is decided to engage the Lecturers in
different subjects on contract basis,
as per ANNEXURE(click here), in the new Government Degree Colleges
started in their respective zones.
In this connection,
the Regional Joint Directors of Collegiate Education in the State are also informed
that, in the reference second read above, the Government have issued certain guidelines
in the matter of filling up the vacancies by contract lecturers through Zonal Selection
Committee constituted by the Commissioner of Collegiate Education, Andhra Pradesh,
Hyderabad
.
The Zonal Selection
Committee is constituted with the following members:-

Regional Joint Director of the Zone Concerned ………

Principals of the Identified Government Degree Colleges of the Zone

Subject expert(s) in the relevant subject, from the local or nearby Government Degree
Colleges.

In view of the
above and as per the orders of the Government on the subject, the Regional Joint
Directors of Collegiate Education in the State/Zonal Selection Committees, are requested
to select the candidates to engage their services on contract basis in different
subjects
as per ANNEXURE(click here), in the new Government Degree Colleges started in their
respective regions, for this academic year 2008-09,
from 25-08-2007 to
15-03-2009, strictly following the guidelines as mentioned
below:-

The Regional
Joint Directors shall notify by way of press release, in the leading daily Newspapers.
A copy of the said notification should also be displayed in the notice board of
all the Government Degree colleges in the Zone.

Rule of Reservation for all the categories in contractual appointments, shall be
followed as per the existing policy of the Government. The reservation shall be
provided taking each subject in each Zone, as a unit as per the Presidential Order.
3. The selection of candidates
for engagement as contract lecturers, shall be made on the basis of % of marks they
have obtained in the qualifying examination, giving due weightage of marks to the
persons having higher qualifications like Ph.D/M.Phil/NET/SLET as follows :-
a) Ph.D.,
-------- 15 marks
b) M.Phil or NET / SLET
-------- 10 marks

Preference shall be given to those who worked as contract lecturers during the previous
years in Government Degree Colleges, taking the length of service (number of years)
put in by them, into account.
5.
Selection List of candidates should be sent to Commissioner of Collegiate Education,
Andhra Pradesh,
Hyderabad
for clearance / confirmation. Allotment letters to the
selected candidates should be issued only after getting the clearance / confirmation
from the Commissioner of Collegiate Education.

The Regional Joint Directors of Collegiate
Education in the State/Zonal Selection Committee of the Zones concerned, are requested
to follow the guidelines and time schedule as mentioned above strictly, to select
and engage the contract Lecturers in the subjects,
as per ANNEXURE(click here), and submit the particulars
of the candidates selected with roster points to this Office immediately.
They are informed that the classes in the newly started Government Degree Colleges
must start from 25-08-2008.
The receipt
of these Proceedings should be acknowledged by return email as well of post.
